TTEK’s Artificial Intelligence-driven Revenue Forensics and Post-Clearance Audit Expertise Used to Identify and Recoup Lost and Evaded Revenue for the Government of Bahamas
TTEK recently re-started a Customs revenue enhancement engagement with the Bahamas Ministry of Finance, after it was temporarily paused due to Covid-19 and the ongoing pandemic travel restrictions back in June 2020.
This current phase of the project has primarily focused on strengthening the capabilities of the Bahamas Customs Post Clearance Audit (PCA) program. Prior to this phase, TTEK’s Ai-driven technology was employed to perform a revenue forensics analysis, which identified the most likely areas of revenue leakage associated with recent importations.
This engagement will help build PCA capacity at both the strategic and operational levels through the mentoring of PCA staff and management on day-to-day operations applying international best practices. This includes providing operational support with modern PCA audit techniques, and the provision of functional advice and guidance on various Customs valuation methodologies. TTEK is also helping to establish competency-based profiles for PCA staff.
At the operational level, this includes supporting audit activities to help prioritize the cases of highest concern, based on the amount of potential revenue evaded, probability of success, market sector, and case complexity (low, medium, and high complexity).
The TTEK team will also perform diagnostics to benchmark best practices and help identify gaps in policy, operations, and/or systems.Further, TTEK will review how selectivity is being performed, and how audits or inspections are completed, to help identify other possible areas of revenue leakage and non-compliance. The objective is to support Bahamas Customs on its modernization journey towards enhancing its revenue management capabilities by recouping more evaded or lost revenue owed to the government.
